BSBPMG534 Manage project human resources describes the skills and knowledge required to identify analyse and refine project costs to produce a budget, and to use this budget as the principal mechanism to control project cost.

For you to be assessed as competent, you must successfully complete one assessment task:
1. Assessment Task 1: Project – You must work through a range of activities and complete a project portfolio.

This project requires you to manage a project’s human resources As part of the assessment you will:
1. summarise the project and organisational requirements
2. create a project HR briefing report
3. negotiate the details of the report with a relevant stakeholder
4. communicate project roles to organisational personnel
5. allocate appropriate personnel to the project tasks
6. on two separate occasions, train project team members using appropriate human resource management methods techniques or tools
7. manage an individual team member to achieve project outcomes
8. manage conflict in the project team to achieve overall project effectiveness.

You are basing this assessment on the case study business thus read through the Simulation Pack in preparation for this assessment. All the information needed to complete this assessment is contained in the Simulation pack.

You will be collecting evidence for this unit in a Project Portfolio The steps you need to take are outlined below. Before you begin, complete page 4 of your Project Portfolio. You must describe the organisation you are basing this assessment on and provide a short description of the project for which you’ll manage the human resources.

i Start working on Section 1 Plan human resources. Steps 2 to 6 form part of Section 1.

Further information to complete the next steps is available in the Simulation Pack.
You will need:
a. sufficient information to describe the project and organisational requirements (step 2).
b. numerical information to estimate resource requirements (step 3).
c. access to a list of individuals (including their skills and knowledge) who are interested in or available to perform the project tasks (step 6).

2.Summarise project requirements In your summary include:
a. project goals and objectives
b. specific project requirements (the required work outputs, tasks and project timelines etc.)
c. organisational requirements, including policies and procedures for:
o staffing and project management (e.g. Recruitment and Induction Policy and Procedures Staff Development Policy and Procedures etc.)
o interpersonal communication and conflict resolution including counselling
o disbanding project team at the project’s completion.

Use at least two different sources of written information to inform your summary. If any information is not available make assumptions or establish the specific information (e.g. conflict resolution procedures) before continuing.

3.Write a draft Project HR Briefing Report.

Write a briefing report that includes the following:
I.the personnel resource requirements for the project (include at least two different team members)
II. expected staffing levels (show your mathematical calculations to estimate resource requirements)
III. individual tasks that will be expected of the staff members 
IV. competencies expected of staff
V. project role descriptions such as:
o authority level 
o task responsibilities 
o performance measurement criteria
VI. at least two human resource management methods, techniques and tools (HRMs) that you will use to prepare the staff for their roles (e.g. detailed job descriptions individual and group competency identification performance monitoring etc.)).
VII. at least two training and development methods that may be used (e.g. formal training session on the job training instruction manuals etc.)
VIII. at least two techniques for managing and improving staff performance during the project (e.g. such as roleplays reference material YouTube videos mentoring counselling etc.).
IX. the processes and criteria that will be used to measure individuals performance.
X.at least two scenarios that may occur during the project and proposed strategies to deal with the scenarios.

You may use the Briefing Report Template to guide your work.

As you are basing this assessment on the case study include staffing requirements and details for stand courtesy staff and stand kitchen builders only.

Keep in mind this is a draft report and you will amend the report after meeting with an appropriate stakeholder to discuss and agree on its contents.

The text of your report should be in grammatically correct English written in an appropriate polite business-like style using industry appropriate terminology.

4.Negotiate and finalise your Project HR Briefing Report.

Meet with an appropriate stakeholder (e.g. General Manager) to:
1. discuss your project HR briefing report
2. negotiate the project group objectives
3. negotiate individual job descriptions
4. agree on criteria to measure individual team members’ performance

Your negotiations should result in at least one change to your draft group objectives or job descriptions.

Take notes at the meeting as you will use the agreed outcomes of the meeting to update your draft HR briefing report.

Each meeting should take 20 minutes. This will either be attended in person by your assessor or they will attend online. Your assessor can provide you with more details at this step. Make sure you follow the instructions above and meet the timeframes allocated.

During the meeting demonstrate effective communication skills including:
1. speaking clearly and concisely  
2. using non-verbal communication to assist with understanding  
3. asking questions to identify required information  
4. responding to questions as required  
5. using active listening techniques to confirm understanding  
6. effective negotiation skills such as allow others the chance to present their views respectful interaction problem solving assertiveness etc.

Incorporate the stakeholder’s suggestions into an updated version of your briefing report.

Change the version number of your report and highlight any changes e.g. using a highlighting tool or a different colour for the text).

5.Communicate project roles to organisational personnel.

Communicate the project roles (outlined in your HR briefing report to organisational personnel using an appropriate communication tool.

This may for example be a post on the staff intranet a draft email to different work teams or a notice on the staff notice board.

Use industry related terminology and language appropriate to the personnel for whom the role may apply.

You may choose any appropriate communication tool as long as it adheres to your organisation’s communication requirements.

6.Allocate personnel to the project.
Review the information on available staff to decide which staff members would be most appropriate to work on the project at least one inter-project and one intra-project resource conflict should exist).

Manage the resource conflicts as you allocate personnel to the project to meet the required work outputs and project timeline requirements.

You should have sufficient numerical information to show at least one shortfall in an individual’s performance (step 8). Also make sure that you have sufficient information to monitor the team’s performance and morale. The performance should include conflict between team members and be influenced by at least one internal and one external situation (step 9).

7.Train team members.
Assume that the project has not yet started If you are using the case study, assume that you will train courtesy staff and tradespeople to interact with the show visitors.

First organise training related to the project for two separate team members or groups of team members on two separate occasions.

This can be done for example by sending a calendar invite to the team member(s) or drafting an email inviting them to attend the training. You may choose any appropriate communication tool as long as it adheres to your organisation’s communication requirements.

The text of the communication should be in grammatically correct English written in an appropriate (polite, business-like) style.

Train two separate team members or groups of team members on two separate occasions. The training should:
1. explain the project details (e.g. objectives etc.).
2. orientate the team member(s) with the requirements of their role.
3. explain the criteria that will be used to assess their performance.
4. demonstrate/explain any documentation, products or services associated with the project.
5. support the team member(s) to perform their role using at least one support method/tool.

Each training session should take approximately 30 minutes.

The training session does not necessarily have to be via oral communication. You may use a variety of methods as described in you project briefing report. Training methods may for example include face-to-face training, an interactive Power Point presentation an iMovie an instruction manual etc.

Prepare any relevant materials before you conduct each training session (e.g. Power Point Presentation). The support tools you use at one of your training sessions should be different to the tools used at the other training session. For example if you use YouTube video clips of customer interaction role plays in the one training session you may choose to then provide a physical demonstration of customer interaction in
another.

8.Manage an individual team member to achieve project outcomes.

Assume that the project has started and enough time has passed to measure individual team member performance.

Assess an individual’s performance of their project role. You must:
1. monitor one individual’s project role performance and morale (e.g. through feedback observation or review of data).
2.measure the individual’s project role performance and morale against the performance criteria using mathematical calculations to measure work out put against pre-determined criteria).
3.initiate and implement actions to correct any shortfalls in their performance (e.g. informal discussion on-the-job training further supply of training material practical help such as equipment loan etc.).
4. establish the internal and external influences on their performance.

Report on the individual’s performance by drafting an email to a relevant project stake holder (e.g. General Manager, HR department etc.).

2. internal and external factors contributing to the shortfalls
3. actions taken to improve the individual’s performance.

9.Manage the project team to achieve overall project effectiveness.
First monitor the team’s performance and morale using an appropriate method (e.g. review survey information have informal discussions with team members review the project plan and timeline etc.).

Assume that conflict between team members is evident.

Identify the internal and external influences resulting in the conflict.

Respond to the conflict by implementing procedures for the team that address:
counselling
interpersonal communication
conflict resolution.

You may choose any appropriate method to implement the procedures as long as they involve counselling interpersonal communication and conflict resolution. This may include face-to-face counselling discussions group mediation mentoring etc.

You have already set out procedures in Section 1 of your Project Portfolio.

Report on the team’s performance and morale by drafting an email to a relevant project stake holder (e.g. General Manager, HR department etc.).

Your email should include:
1. a summary of the team’s performance and morale
2. internal and external factors contributing to the shortfalls
3. actions taken to improve the team’s performance.

1. a summary of the human resource issues faced throughout the lifecycle of the project
2. recommendations for future improvement when managing human resources in projects.

your work or any other appropriate template used by your business.
